at the district level is fundamental to the success of individual
school PASS partnerships.
- Identify possible low-performing schools that meet PASS criteria
- Take part in orientation meetings
- Commit to keeping the principal at the PASS school for three
years
- Provide flexibility to PASS school
- Provide support to partnership when needed
